House concurrent resolution urges cities to support youth entrepreneurship

The House Local Government Committee unanimously advanced a nonbinding resolution encouraging cities to support youth entrepreneurship through permissive approaches to small, low‑risk activities.
Representative Josh Wheeler sponsored House Concurrent Resolution 11. He told the committee the resolution asks cities to consider exempting or simplifying permitting and licensing requirements for simple youth enterprises such as lemonade stands, lawn mowing and other small‑scale activities. "The intent of this resolution is to recognize the value of entrepreneurship in our capitalist system, recognize the value of our youth engaging in entrepreneurship, and to make a, ask of our cities to encourage that youth entrepreneurship," Wheeler said.
Committee members offered brief supportive remarks and the committee voted to send HCR 11 to the floor with a do‑pass recommendation.
Ending: The resolution is nonbinding and asks local governments to consider policies that reduce permitting and licensing hurdles for young entrepreneurs.
