Lycoming County commissioners approve routine contracts, personnel changes and grant amendments

Officials presented invoices due through Feb. 26 totaling $1,618,373.96 for ratification; commissioners approved the accounts-payable ratification. The salary board approved minutes from Feb. 6 and a set of personnel changes: deletion of a part-time victim-witness coordinator position and creation of a full-time victim-witness coordinator (adult), and placing one assistant district attorney position on hold so budgeted funds could cover the additional victim-witness coordinator salary and benefits. Commissioners also approved a temporary bonus structure for the Department of Public Safety (DPS): a six-month bonus of $60 per shift for the eligible position(s) as described in the staff report.

The board approved multiple employment and personnel actions presented as conditional offers subject to background checks and standard employment conditions. Appointments and promotions included Jenny Picciano as director of Planning and Community Development at $89,520 annually (effective 02/16/2025) and other hires summarized in the meeting packet.
