School committee refers proposed local competency-determination approach for further review

Superintendent Mister Sotto told the Holyoke School Committee on Feb. 10 that with the state no longer using MCAS as the default competency determination, the district must adopt a local approach and presented a draft policy for this year and future consideration. The committee voted to refer the proposal to the Leadership and Accountability subcommittee for further work and data collection.

The superintendent said the draft would combine passing grades in 9th- and 10th-grade English (or approved equivalents), a passing grade in Algebra I and Geometry, and a passing grade in Biology as one local pathway to competency determination. He said the state is expected to provide additional guidance but that districts are currently charting different local approaches.

Why it matters: competency determination affects which students qualify for diplomas versus certificates and can immediately affect the current senior cohort. Committee members pressed for numbers and for clarity on timing before any formal adoption.

Discussion points included whether the proposed approach applies only to the current graduating cohort, how many seniors would be affected and when a final decision must be made. The superintendent and other staff did not have a firm count of how many current seniors would be affected and told the committee they would return with specific numbers at subcommittee.

School Committee member Mister Willingham made the motion to refer the item to the Leadership and Accountability subcommittee; Miss Tinsley Williams seconded. The motion carried unanimously.

The committee and staff said they expect a more detailed discussion in subcommittee, including data on how many seniors are currently short of the proposed requirements and whether the district will align with any forthcoming state guidance.
