Holyoke School Committee approves $1.365 million in budget transfers for student system and facilities work

The Holyoke School Committee unanimously approved budget transfers totaling $1,365,000 on Jan. 27, authorizing $85,000 for a new student information system subscription, about $1,280,000 for facility upgrades and capital projects, and a $109,000 transfer tied to teacher services and contracted support.

Supporters said the transfers address time-sensitive operational needs: the $85,000 will cover a transition period to PowerSchool, the student information system district staff selected after a procurement process; the larger sum funds multiple building repairs and capital maintenance that administrators said are most efficiently done during school breaks. "There's gonna be a period of time where we need both our current system and the new system as we implement it," said Sean Mangano, who presented the transfers to the committee.

The vote followed extended discussion about committee procedures and which items should be reviewed by subcommittees before reaching the full board. Several members pressed for clarity about the committee's policy for referring transfers to the finance subcommittee and for timely posting of items. "Everything that is gonna be going to, anything about finance that should come to the full committee and not go straight to the finance subcommittee," Chair Mayor Garcia said, summarizing the committee concern about process.

Administrators described the student information system transfer as a one-time transition expense; long-term annual costs are expected to return to the district's current level after implementation. "Once the transition period is done, the annual cost will be about the same as what we currently pay," Mangano said. Facilities staff showed a district “heat map” of building components to justify prioritizing roof, HVAC and other work.

Committee members and staff also described operational reasons for bringing some transfers directly to the full committee rather than routing them through subcommittees when timing is tight. Miss Lafave moved the motion to approve the transfers; the motion was seconded and passed unanimously.

The committee asked administration to follow the district’s written transfer procedures and to provide clearer advance notice and documentation to avoid procedural confusion going forward. Several members said they want the committee’s budget norms and referral steps codified in policy before FY26.
