School committee adds Juniper Hill to roof project, votes to send change to city council

The Framingham School Committee voted Thursday to add Juniper Hill School to an existing FY25 roof capital appropriation that funds replacement work at Brophy and Potter Road, moving the item to the City Council for final approval.
Committee members said recent roof scans showed some schools’ roofs require full replacement while others, including McCarthy, could be refurbished for substantially less than earlier estimates. Lincoln Lynch, executive director of finance and operations, told the committee that vendor scans detect wet spots and can change the scope and cost of planned projects.
The move reassigns an existing $13.2 million appropriation; the administration said it expects the three roofs can be completed within that amount because market prices have fallen since the appropriation was requested. Lynch said the McCarthy roof repair could cost between $1 million and $2 million with a 20-year warranty, rather than the $3–$4 million previously anticipated.
The committee discussed scheduling and next steps. Mr. Freudberg moved the amendment and Ms. Moshe seconded. The vote was taken by roll call; present members voted yes and the motion passed. The administration will forward the revised appropriation paperwork to the mayor and then to the City Council, which must approve the change because the original appropriation language named Brophy and Potter Road specifically.
Committee members also confirmed that future roof projects will include solar-readiness features in design work. The superintendent and finance team said the scanning program will be expanded to more roofs before future capital requests are finalized.
Members asked for regular updates as the city council process proceeds. Lynch said he will keep the committee apprised of paperwork and scheduling for city council consideration.
