City says utility-billing system switching to 'Express Bill Pay'; customers must re-register

City Administrator reported on a migration of the city’s utility-billing and payroll systems to a new vendor and urged residents to sign up for the new Express Bill Pay portal.
Staff said the city’s conversion to Cassell — including Cassell’s Express Bill Pay — is live. Residents who used the previous Forte online payment system will need to re-register with Express Bill Pay to receive emailed bills or use online autopay. The city will mail paper bills during the transition and will use social media and email to help customers sign up.
Staff also said the city will stop accepting credit-card payments by phone because of security concerns; customers will instead receive a secure payment link or use the Express Bill Pay portal. Staff described ongoing outreach plans and said the change should reduce untimely billing problems that occurred when mail routed through a regional sorting facility during peak seasons.
Council accepted the city administrator’s report by unanimous vote.
