Council readopts off-street parking language after inadvertent repeal

Mountlake Terrace — City planners told the council Feb. 20 that a provision governing off‑street parking for private recreation facilities and residential zones was inadvertently repealed last year and should be readopted; the council unanimously approved the ordinance to restore the language.
Associate Planner Sarah Pitzel explained that MTMC 19.125.120(d) (staff described it as the off‑street parking rule for private recreation facilities and RS zones) was adopted earlier but removed in error by Ordinance 2864 in June. The provision states that parking for private recreation facilities in RS zones must be located on the same lot as the facility and that parking on public streets may not be counted toward the parking requirement.
Pitzel said the code had gone to the Planning Commission, which held a public hearing and unanimously recommended approval; council had previously adopted the regulation before the repeal was discovered. Because the repeal was inadvertent, staff recommended readoption of the exact language.
The council opened and closed the public hearing with no public testimony and then voted to readopt the provision as presented. Mayor Pro Tem Tim Wall moved to approve the ordinance; the motion was seconded and carried by voice vote.
The ordinance readopts MTMC 19.125.120(d) as previously adopted by the council and recommended by the Planning Commission. Staff said readopting the language restores the intended parking requirement for private recreation facilities and RS zones without substantive change.
