County approves engineering task order for two solid-waste mega-sites and discusses ARPA funding

Beaufort County commissioners authorized the next phase of engineering work for two proposed solid-waste "mega-sites," agreeing to fund engineering and permitting while the county finalizes property acquisition.
Public Works staff presented a task order from Garrett Moore Inc. covering design, permitting, procurement, construction administration and inspection for both sites. The presentation separated design and permitting (Task 126nbsp;through26nbsp;6) from procurement and construction-phase services (Tasks 726nbsp;through26nbsp;15). Staff emphasized that the task order covers engineering and related consultant fees only; construction costs and land purchase will be additional.
Staff summarized the engineering cost estimate as roughly $365,000 to $366,000 (the agenda packet lists $365,006.39; a subsequent figure of $365,639 was also cited during discussion). Commissioners discussed funding options: pay from solid-waste fund balance, internal loans from general-fund or facility capital reserve, or use of remaining ARPA funds. County finance staff recommended a combination approach in which ARPA could be used as a gift to cover land acquisition and engineering; the facility capital reserve or internal loan could cover the construction portion.
Following discussion a motion to approve the task order and to use remaining ARPA funds to cover the engineering fees was made and adopted. Staff will proceed with the engineering scope while property acquisition proceeds and will return with final funding actions for construction.
