Cannabis Compliance Board approves multiple transfers, a management-services agreement and a conditional consumption-lounge license

The Cannabis Compliance Board approved a slate of ownership transfers, a management-services agreement for a dispensary and a conditional license for a retail-attached cannabis consumption lounge at its Feb. 20 meeting, and staff reported one establishment recently granted final licensure.

Division Chief David Staley told the board that True Harmony Company LLC (ID C219), a White Pine County adult-use cultivation applicant, corrected earlier deficiencies and received final licensure on Jan. 27, 2025 after an approved plan of correction. "The CCB approved and issued final licensure to True Harmony's adult use cultivation facility on 01/27/2025," Staley said during the informational item.

On transfers of interest, the board approved several TOI applications across multiple licensees: - Greenleaf Enterprises Inc., Greenleaf Production Inc. and Greenleaf Wellness Inc. (TOIs #2400032 and #2400039) — the board approved distribution of a decedent owner’s interest to testamentary subtrusts for existing licensees and granted a limited waiver to notify (not indefinitely) for transfers under NCCR 5.112; Staled staff reported no areas of concern. - MJ Holdings / MJ Distributing (TOIs #2400048 and #2400049) — the board approved the sale of production license P133 to Green Life Productions LLC as part of a receivership sale intended to generate funds for creditor claims; staff reported no areas of concern. - Lighthouse Strategies LLC / Silver State Wellness / Paradise Wellness (TOIs #2400029–2400031 and #2400041) — the board approved conditional transfers selling production and distribution licenses and the Paradise Las Vegas dispensary D138; the transfers include conditional TOI agreements to direct proceeds toward outstanding Nevada Department of Taxation liabilities.

Several approvals included a limited NCCR 5.112 waiver to allow notice rather than full formal approval for transfers under 5% but specified the waiver would expire on each licensee’s next TOI agenda date.

The board also approved a management-services agreement permitting H and H Management LLC to provide management services to VC Consultants LLC’s dispensary for a management fee of 3% of gross revenue. "The MSA will allow for H and H to manage VC Consultants Dispensary for a management fee of 3% of gross revenue," Staley said while presenting the item.

For a request for a retail-attached consumption lounge, Deep Roots Holding Inc. received conditional licensure for the lounge attached to dispensary D216 in Las Vegas. Deep Roots representatives said the company still needs to secure a final location and local approvals. John Marshall, Deep Roots’ chief operating officer, said the group had not yet "locked up" a site for the Las Vegas lounge and was also working through odor-control and local permitting issues for an outdoor lounge at its Blue Diamond location.

Administrative briefing: Executive Director James Hunt briefed the board on legislative activity; the board is monitoring multiple bills including the CCB-sponsored AB 76 and others that would affect testing rules, taxation, and consumption lounge regulation.
