Board delays discussion of proposed amendment to cell‑device policy JCDAE

The Bossier Parish School Board on Feb. 20 postponed consideration of proposed additions to policy JCDAE (cellular telephones and other electronic devices) after staff said legal counsel provided new information requiring further review.
Andrea Spenny, assistant superintendent of administration, asked the board to suspend the conversation and proposed amendment until a future meeting after receiving guidance from counsel. “We would like to suspend the conversation and proposed amendment of this policy until, a future meeting, if there is a motion for us to bypass that at this time,” Spenny said.
Board members asked why the item was being postponed; staff said the proposed language had come from a district source and was not a legislative change. Staff referenced an amendment in January to Bulletin 741 issued by the Board of Elementary and Secondary Education (BESE) and said the board should align its policy language with applicable state guidance. A board member summarized: this is not a legislative act but a locally proposed change and the attorneys recommended revisiting the language. The board agreed to postpone the amendment and take additional time to ensure alignment with state requirements and legal counsel’s advice.
The board did not adopt any policy changes at the meeting and gave staff direction to return with revised language and legal analysis in a future meeting.
