Subcommittee moves $40,051 funding increase for Hemrod Road Bridge; local-use-fee grant process revised

The Erie County bridges subcommittee told the Transportation Advisory Committee that it will recommend a $40,051 increase to the Hemrod Road Bridge project after bids returned slightly above the original estimate.
Matt Jonas, reporting for the subcommittee, described a proposed change in how the committee will distribute the $5 local-use-fee bridge funds: the program will move toward a grant application process with a 5% local match and no stated maximum award, and the application will be integrated into the existing Act 13 bridge funding process to create a single application for bridge needs.
Regarding Hemrod Road Bridge, the subcommittee reported that the project received a low bid from Thomas Construction of about $1.3 million. The project also required an additional $33,660 for a utility-panel relocation that had been added to the budget; total new funding need is $40,051 ($33,660 utility relocation already accounted for in the contract plus a $6,391 bid increase above the original estimate). The subcommittee’s evaluet recommended the increase and passed unanimously. The TAC then recommended forwarding the funding increase to the coordinating committee.
Subcommittee members also summarized the status of several other bridge projects: Old Route 90/9 bridges (contract awarded at just over $3.5 million, expected to start in May), Union LaBeouf Road design underway, Sherry Hill Bridge planned for bid this year, and other bridges with engineering programmed for 2026–2027.
What’s next: The TAC recommended that the coordinating committee approve the Hemrod Road funding increase; that committee will consider the subcommittee’s grant-process proposal for the local-use-fee program as the MPO staff refines the application before the next funding cycle.
