Budget committee OKs using competitive sealed proposals for audits, insurance and near-site clinic procurements
Summary
The Budget & Finance Committee voted unanimously to recommend that the full Board of Mayor and Aldermen authorize competitive sealed-proposal procurement for three items: annual financial and compliance auditing services; liability, property and workers’ compensation insurance services; and an employee near-site clinic contract.
During the Feb. 6 meeting the Budget & Finance Committee voted to recommend three procurement resolutions to the full Board of Mayor and Aldermen. Committee members moved, seconded and voted in favor of recommending each resolution, using the competitive sealed-proposal procurement method rather than lowest-bid selection.
The three resolutions are:
• Resolution 2025-19 — Authorize use of the competitive sealed-proposal procedure to select a provider for annual financial and compliance auditing services for a specified term.
• Resolution 2025-20 — Authorize the competitive sealed-proposal procedure to select providers for liability, property and workers’ compensation insurance products and services.
• Resolution 2025-21 — Authorize the competitive sealed-proposal procedure to select a provider for an employee near-site clinic (medical services), for a term of award.
Motions: committee members moved and seconded each recommendation. When asked for comment, staff said the competitive sealed-proposal method is appropriate for services where quality, qualifications and approach—not only price—should drive selection.
Votes at the committee: for each resolution the roll call recorded affirmative votes from Alderman Baggett, Alderman Potts and the acting chair (vote recorded verbally as “I vote yes” by the presiding official). The committee forwarded the resolutions to the full Board of Mayor and Aldermen for final action.
Ending: Staff will prepare the procurement documents and timelines if the full board approves the committee recommendation; committee members provided no dissenting comments during the recorded votes.
