Nonprofit community radio asks to install antenna on Leon Valley water tower; city outlines permitting process

A representative of KXTJ 96.9 FM told the council during public comment that the nonprofit community radio station seeks an in‑kind allocation of space on a Leon Valley water tower to install a small antenna and improve local coverage for safety messages and community programming.
Danny Bocanegra, speaking for KXTJ, described the station as a noncommercial, community‑focused broadcaster and said the antenna would allow the station to rebroadcast city council meetings and broadcast public‑safety announcements and local event information. Bocanegra said he had been in touch with Councilor Benny Martinez and intended to follow established city processes.
City staff responded that the request triggers existing code provisions governing attachments to city towers. Staff advised the station to submit an application to Planning and Zoning for review, and said council could consider a variance, a space allocation or a memorandum of understanding if the station’s application met code standards. The city attorney’s office or city attorney substitute may need to review content issues; staff noted that certain religious programming could raise church‑and‑state concerns if the city were to enter into an official partnership.
Staff said they would provide Bocanegra with the relevant code sections and that any final arrangement would be reviewed by counsel and brought to council. No formal action or vote was taken.
