County to advertise for engineering firm after $20,000 TDEC brownfields ID grant; EPA project underway at Boones Hill

Lincoln County will advertise for engineering firms to carry out the first stage of a brownfields identification process after the commission on Feb. 18 approved proceeding with the grant-funded effort.
County Mayor Newman explained the brownfields grant structure and said the county received a $20,000 grant from the Tennessee Department of Environment and Conservation (TDEC) to identify potential brownfield sites. The $20,000 award is the initial identification stage in a multi-step process; subsequent phases could include prioritization, Phase I and II environmental assessments and remediation work that could make sites ready for redevelopment. Mayor Newman said the county could become eligible for roughly $420,000 in total potential funding across the program, with the first-step $20,000 classified as an identification award and described by staff as a non-match grant.
County staff also reported ongoing work with the U.S. Environmental Protection Agency (EPA) on a separate brownfields project for the Boones Hill School property; that EPA-funded effort is already underway and focuses on identifying asbestos, lead-based paint and similar hazards. Staff emphasized the two efforts (TDEC and EPA) are separate programs.
The commission authorized advertisement for qualifications so the county can select an engineering firm to perform the identification work under the TDEC grant. The motion to advertise and proceed with selecting a consultant passed unanimously.
