Board approves tennis court renovation contract, moves Holiday Park PlanCon paperwork forward

The Plum Borough School District Board on Feb. 11 approved a contract to replace the deteriorated tennis courts and moved PlanCon Part J paperwork for Holiday Park forward for the record.

Administrators said the district solicited three bids and selected Keystone Sports as the lowest responsive bidder to remove and rebuild court surfaces, replace fencing and provide windscreens bearing the district script. Funding will come from the capital projects fund.

Ms. Schaeffer, who managed the bid process, told the board the current courts have safety concerns, including dead spots that affect ball bounce and player safety. "A few years ago we put a Band-Aid on the tennis courts," she said. "We believe it's a safety concern."

Contract work was described as weather-dependent. Administrators said work would begin as soon as conditions permit; they have arranged for teams to use Boyes Park courts while construction occurs. Some board members advised waiting for more certain spring and summer conditions; staff said preparatory work would begin once feasible and that the full resurfacing would be scheduled with attention to curing conditions.

Separately, the board moved forward PlanCon Part J paperwork for Holiday Park. Staff explained PlanCon converts previously approved temporary reimbursement rates to permanent rates for state facility funding; the district will receive a reconciliation payment but staff said the amount is not yet known.

Both items were moved forward with five affirmative votes. District staff said they will update the board when the PlanCon reconciliation payment amount is calculated and when a construction start date is firmed up.
