Muscogee County Board of Education votes to opt out of Georgia's statewide floating homestead exemption

The Muscogee County Board of Education on Feb. 18 approved a resolution to opt out of the portion of House Bill 581 that creates a statewide floating homestead exemption.
Board members said the district’s existing countywide frozen assessment for homestead properties and other local exemptions mean the state’s floating exemption would provide little benefit to most Muscogee County homeowners and could limit future local flexibility. The board held multiple public hearings before the vote, including sessions on Jan. 13, Feb. 10 and a noon hearing on Feb. 18, the board said.
The opt-out resolution is intended to preserve existing local homestead exemptions — including the district’s frozen assessed-value homestead — and to retain local control over property-tax-related policy. Board members moved and seconded the resolution during the Feb. 18 meeting and the motion passed.
Board members also noted the decision followed a review of potential long-term impacts on taxpayers and district revenues. The district’s presentation to the public explicitly stated that the statewide floating homestead exemption would be of "no benefit to the vast majority of homeowners" in Muscogee County because of the local frozen assessment and that opting out preserves the status quo of local exemptions.
The resolution was introduced as item 6.01 on the board agenda. Motion by Ms. Kia Chambers; second by Ms. Pat Frey. The board voted to approve the resolution.
