According to the staff presentation, the complaint was filed by Mayor Wright in late 2024 and was referred to the city’s insurer, the Washington Cities Insurance Authority, which arranged an independent investigator. The investigator’s report found that the city council’s code of ethics had been violated; the council said the conduct was “worthy of censure,” but the former council member had resigned during the process.
The proposed Resolution 25-05, read into the record by Councilor Marshall, “reaffirms our commitment to civil discourse and the treatment of city employees and community members with the respect they deserve.” Council discussion was brief, several councilors voiced support, and the motion to approve the resolution passed unanimously.
