Council approves WCIA grant application to fund park security cameras

The Oak Harbor City Council voted Feb. 18 to submit an application to the Washington Cities Insurance Authority (WCIA) risk reduction grant program to fund security cameras at Fort Nugent Park.
Why it matters: City staff said vandalism and repeated police responses at parks cost the city more than the project’s estimated cost and that the cameras are intended to deter vandalism, reduce calls for service and help identify vandals.
Grants administrator Wendy Horne told council the project is divided into three phases: phase 1 would install cameras covering the concession and restroom area (estimated about $22,000); phase 2 would expand cameras to shelters and playground (about $30,000); phase 3 would add live streaming capability (about $8,000). "The total project is about $60,000, and it's not budgeted at this point," Horne said. She said last year parks spent more than $10,000 in vandalism repairs and the police department responded to over 100 calls to Fort Nugent alone.
Councilor Stuckey moved to approve submitting the WCIA Risk Reduction Grant application; the motion was seconded and passed unanimously.
What’s next: The grant application closes March 6. If the city is unsuccessful this cycle, staff said phases 2 and 3 would be considered in future budgets or future grant requests.
