Council told to expect fast pace on ADU code updates and notified of Middle Fork master-plan meeting

City staff and commission chairs at the Feb. 18 North Bend City Council meeting said the council will soon consider zoning and development-rule amendments required by state law and heard notice of neighborhood and commission meetings on proposed development.
Brandon Elwood, representing the Community and Economic Development committee, told council the committee discussed an annexation petition for the Shamrock Park area and amendments to accessory dwelling unit regulations, with an emphasis on nonconforming uses and changes for the downtown-commercial zone. “State mandates require that we have certain things done by June,” Elwood said, and he warned the council that related proposals “will be coming hard and fast.”
The Planning Commission’s James Henderson explained the ADU amendments are intended to align North Bend’s rules with the state law passed as House Bill 1337. The commission held a public hearing and recommended approval of the draft amendments. Henderson also previewed a neighborhood public meeting set for Feb. 19 for Middle Fork Development LLC, the proponent for a mixed-use master plan for property near Exit 34; that meeting is the first required step under the city’s master-plan process and North Bend Municipal Code Chapter 13.
Why it matters: House Bill 1337 requires changes to ADU rules statewide; the council must act to keep the city’s regulations compliant and to meet statutory deadlines.
Other planning and parks items noted at the meeting included scoping for an upcoming bicycle mobility plan, conceptual work on a new public plaza at Ballarat Avenue and a shared-use trail extension near the wastewater plant. The Parks Commission will hold workshops Feb. 26 (Shoreline Public Access and Trail Plan at 6 p.m. and Ballarat Plaza at 7 p.m.), and the Economic Development Commission will discuss a bike-mobility plan and marketing for the 2026 World Cup at its Feb. 27 meeting.
