CTC approves MPO flexibility under Active Transportation Program; reprograms Prop 1A funds to BART maintenance yard

The California Transportation Commission approved Metropolitan Planning Organization (MPO) flexibility submittals under the state's Active Transportation Program (ATP) and amended the Proposition 1A high‑speed rail connectivity program to concentrate unallocated funds on a BART maintenance shop and yard improvements project.
CTC staff said MPOs may use flexibility on five items in the statewide ATP guidelines: project selection criteria and weighting, minimum project size, project match requirement, the definition of disadvantaged community, and whether to have a supplemental call for projects. Staff recommended acceptance of MTC, SACOG, SANDAG and SCAG submittals; commissioners approved the MPO flexibilities unanimously. Jessica Meany of the Safe Routes to School National Partnership urged continued funding for planning and regional capacity building, particularly in Los Angeles County, during public comment.
On Proposition 1A, Laurel (CTC staff) described a proposal to delete Millbrae station track and Operation Central Control projects from the program and to program previously unprogrammed dollars plus the deleted amounts into a single maintenance shop and yard improvements project for BART to Berryessa. "This project should be ready for allocation early in the next fiscal year," Laurel said. The amendment programs a total of $78,600,000 to the BART maintenance project and was approved by the commission.
CTC staff said the ATP MPO flexibility approvals will be appended to the statewide ATP guidelines and that the Prop 1A amendment will be followed by an allocation package in the next fiscal cycle.
