Caltrans staff released an administrative draft of the California Freight Mobility Plan and scheduled eight regional public workshops to gather comments, officials said at the California Transportation Commission meeting in San Diego.
"We just released an administrative draft last week," Bruce Daterra, chief of the Office of Freight and Rail Planning, told commissioners. The department plans a roughly 45‑day public comment period, regional workshops from Sacramento to San Diego, and a final plan after revisions in late summer.
The draft follows federal MAP‑21 guidance while adding state‑level chapters, Daterra said. Key elements include a project list that links projects to MAP‑21 goals, an inventory of freight assets, draft performance measures and a statewide forecast. The freight advisory committee asked staff to expand an initial cull of projects after members objected to an early reduction from roughly 1,000 items to about 330; Caltrans said it will work with the committee and regional partners to repopulate the list to better reflect regionally identified freight priorities.
Public workshops are scheduled in Sacramento (May 28/State Railroad Museum), Monterey, Fresno, Los Angeles, San Diego and other locations; Caltrans will accept written comments via its freight plan website. Daterra said the plan also addresses issues not required by MAP‑21, including tribal freight connectors, workforce and community/environmental context.
Caltrans emphasized alignment of the freight plan’s vision with the department’s updated mission and with work underway at the Air Resources Board. The department will update the plan after the comment period and return it to the Freight Advisory Committee and the commission for final review.
