Transportation Commission approves TCIF amendment and multiple consent‑calendar allocations; several items withdrawn or deferred

At the meeting the Transportation Commission approved a set of program amendments and a large consent calendar of allocations and time‑extension requests. Staff summarized changes and the commission passed the motions by voice vote on multiple items.

TCIF amendment

Staff presented Item 24, an amendment to add a TCIF project into the Transportation Community Infrastructure Fund. Staff said two proposed projects were listed, but at the request of sponsoring agencies TCIF project 106 was withdrawn and only TCIF project 104 remained for action. “Commission staff recommends that you approve,” staff said. The commission approved the amendment; the motion was made by Commissioner Madaffer and seconded by Commissioner Tablioni and passed by voice vote.

Consent calendar and individual allocations

The commission approved the consent calendar covering items 37 through 65, with staff noting slight changes on a pink change list to items 26, 302 and 35 and several items withdrawn from the consent calendar (items 407, 409, 50 and 501) for future consideration. A single voice vote approved the remaining consent items after a motion by Commissioner Tablioni and second by Commissioner Alvarado.

Separately, the commission approved three items (66, 802 and 83) while noting Commissioner Inman’s recusal because of a conflict; staff had recommended approval and the motion (by Commissioner Tablioni, second Commissioner Alvarado) passed by voice vote with the recusal noted.

Allocations and time extensions

Notable allocations approved by voice vote included an $12,000,000 allocation for the “Baby Tehachapi” project (Item 81). Items 70–73, 74–77 and several supplemental fund requests (Items 78–80) were approved as presented. The commission also approved time‑extension requests across multiple local projects (Items 93 and 94–100) after staff revised recommendations on several projects. On Item 93 commissioners amended staff recommendations to grant an eight‑month extension for project 11 (the city of Capitola sidewalk project) after a city representative explained local funding delays; staff confirmed it would change its recommendation and the motion passed.

Administrative items and lump‑sum allocations

The commission approved allocation of state funds tied to the 2014–15 local assistance lump sum (Item 87) so local partners could begin spending in July. The department’s lump‑sum requests and closeout reports (Items 88–91) were reviewed and approved where appropriate; staff noted underspending in one department category that returned about $23 million to the statewide pool.

How the votes were taken

Most approvals were taken by unanimous voice vote after a motion and second were recorded; where commissioners recused staff noted recusals before the vote. Multiple items were withdrawn or deferred at sponsors’ requests and were not acted on.

Ending

Staff recommended, and the commission approved, the listed amendments, allocations and time extensions. Where staff changed recommendations at the meeting (for example, Item 93) commissioners adopted the revised motions on the record. Withdrawn items will return at a future meeting when sponsors are ready to proceed.
