Commission agenda adds purchase of downtown parcels for Regional One Health campus; committee sends items down without recommendation

Shelby County’s Budget & Finance committee received three add‑on resolutions to purchase downtown parcels for the redevelopment of Regional One Health (formerly Regional One Medical Center) and voted to send the items to the full commission without recommendation so commissioners could review details prior to final action.
The items presented would authorize contracts to purchase: 455 Union Avenue from Arete Partners for $1,500,000 plus reasonable closing costs; 637 and 667 Union Avenue from Vernon L. Kearns Jr. for $300,000 plus closing costs; and 126 South Lauderdale Street from Chittum Family Limited Partnership for $937,922.15 plus closing costs. Staff said the purchases fall within the County’s FY2025 capital improvement budget allocation for the project; administration described the parcels as needed to assemble a redevelopment site and to meet timelines for the broader Regional One rebuilding plan.
Chief Administrative Officer Harold Collins said the purchases were added to the committee agenda once purchase‑sale agreements and required documentation were assembled; staff explained the add‑on approach was used because negotiations and required appraisals were still completing when the regular agenda circulated. Commissioners asked for documentation showing closing deadlines, appraisal and title information, the purchase histories for each parcel (including prior sales over the last five years), and a line‑by‑line breakdown of remaining CIP funds from the $30M allocation for the Regional One project. Finance staff said any unspent CIP allocation would carry forward in the capital program but asked for time to produce a detailed accounting.
Several commissioners emphasized the need for transparency on vendor selection, MWBE/LOSB participation and whether any proceeds from a future sale of the current Regional One site would be applied to the new campus. CAO Collins and budget staff committed to provide the requested documentation to the full body before Monday’s meeting. The committee voted to send the add‑ons to the full commission without recommendation so the items could be addressed on the regular agenda after members reviewed the additional materials.
