Parks board approves Robinson Engineering task order for Timberlane Park design, not to exceed $40,000

The St John Parks and Recreation Board on Tuesday approved Robinson Engineering task order No. 25-03 for design and engineering work at Timberlane Park, with the task order capped at $40,000.
Board members and staff discussed that the town received a Community Development Block Grant (CDBG) award of about $80,000 for Timberlane Park construction from Lake County in 2024. Gabe, a town staff member, explained that CDBG rules mean construction can be funded through the grant but engineering is often paid for by the municipality and treated as the local match. "80 would be for construction. Right. So, typically, with CDBG because it's federal funds, if you wanted to include engineering in the grant, you have to go out for a request for proposals and advertise for engineering just like you would for construction. So, most municipalities with CDBG will pay for the engineering on their own and kind of use that as the local match for CDBG," Gabe said.
The board approved the task order by voice vote, 3-0. The action authorizes design and engineering work up to the stated not-to-exceed amount; the $80,000 CDBG award was characterized as intended for construction work, not engineering, during the discussion. The motion on the task order passed 3-0 with Mary Roberts identified in the meeting as the member who moved the motion and Stephanie Kriesbaum as the member who seconded it.
Board members said they will finalize the scope and budget once the town determines how much additional local funding it wants to provide beyond the $80,000 construction award.
