Staff present department transfers and division-level adjustments to align HHS numbers

Committee budget staff presented a one-page "department transfers and adjustments" summary that reassigns line items among Health and Human Services divisions but leaves the overall HB1012 appropriation unchanged.
"There were some items that we just wanted to adjust to be in line between what they had and what we had. And net effect on the total budget is 0," Keith told the committee. He said the sheet shows three sections: base budget adjustments and transfers, FMAP percentage changes that move amounts between Medical Services and Human Services, and provider-inflation adjustments that shift general fund to federal funds for some Human Services items.
Why it matters: The reclassifications change how much funding appears under particular divisions (behavioral health, human services, medical services, public health) and therefore affect legislative oversight and the long-sheet presentation of the House column. Committee staff said approved line-by-line amendments would be moved into the House column so members can see the final totals before voting.
Staff also described a specific reclassification: provider inflation and the F-map percentage change were moved so that some costs previously shown under Medical Services now sit in Human Services, with an overall net-zero effect.
Ending: The committee asked staff to incorporate approved changes into an updated long sheet and noted that as the panel votes line-by-line those totals will be reflected in the House column for final review prior to the Monday vote.
