MPO policy committee adopts TxDOT 2025 PM1 safety targets

The Laredo Metropolitan Planning Organization Policy Committee voted Feb. 19 to adopt a resolution (PO 2025) endorsing the Texas Department of Transportation(TxDOT) 2025 Safety Performance Measures, known as PM1, and the agency's targets.
MPO staff member Eduardo Bernal presented the measures and told the committee the targets remain the same as those the MPO adopted in 2024 after an instruction from TxDOTTPP division. "My name is Eduardo Bernal, and I'll be doing a brief presentation of the PM1 safety measures that we're here to, hopefully adopt today," Bernal said during the meeting.
Bernal said PM1 comprises five measures, including the number of fatalities, the rate of fatalities per 100,000,000 vehicle miles traveled (VMT), the number of serious injuries and the rate of serious injuries per 100,000,000 VMT, and the number of non-motorized fatalities and serious injuries. He told the committee the MPO received a TxDOT TPP division notice on Jan. 18 instructing MPOs to adopt 2025 safety targets identical to 2024. Bernal also noted a statutory/administrative deadline: the MPO must submit its action by Feb. 26.
After the presentation and brief clarifying questions, a committee member moved to adopt the resolution, a second was recorded, and the motion carried without a recorded roll-call tally.
Why it matters: PM1 safety targets are used statewide to track highway safety progress and to coordinate state, regional and local safety efforts. Adopting TxDOT's targets aligns the MPO reporting with state requirements and the Federal Highway Administration reporting cycle.
What the committee decided: The committee approved the resolution PO 2025 adopting TxDOT's 2025 PM1 safety measures and targets. The action was recorded as "motion carries." No formal vote tally by name was included in the meeting minutes.
Upcoming: MPO staff indicated the MPO will address PM2 and system-performance PM3 measures in upcoming months (PM2 is on a two-year adoption cycle and is expected later this spring).
