Summary

The House Ways and Means Committee returned House Bill 2635 with a due-pass recommendation after brief testimony in favor from firearm-safety advocates and firearms-industry supporters.
The bill would create an exclusion from the transaction privilege tax and use tax for the gross proceeds from sales of firearm-storage devices. Supporters said safe-storage devices — including biometric locks, trigger locks and small secure lockboxes — can be inexpensive and reduce accidental access to firearms, particularly in homes with children. Witnesses pointed to other states that have enacted sales-tax holidays or exemptions for safe-storage devices.
Committee members asked a small number of clarifying questions. No opposition appeared on the record. The committee recorded its vote to return HB 2635 with a due-pass recommendation (recorded as 9 ayes, 0 nays at the committee vote). The bill will proceed to additional committee and budget review as required.
