Court ruling on instructional-hours vs. days prompts district discussion about calendar and funding

Roswell Independent Schools administrators briefed the board on a recent court decision concerning the reference point for instructional time — 1,140 instructional hours — and potential effects on district funding. Superintendent Luck told trustees the court sided with smaller districts and clarified the hours‑versus‑days question, but that local and legislative implications remain uncertain.

“We’re moving with business as usual in that, the 193 days,” Superintendent Luck said during the meeting. He told the board the ruling appears to reaffirm the 1,140‑hour reference point and that districts could face funding reductions if days are removed from calendars without appropriate funding changes.

Luck said the district had applied before his tenure to receive additional funding for extra days and that Roswell plans to keep its extended calendar. He cautioned that the district’s financial formula for next year has not been finalized and that budgeting should assume conservative outcomes. “One of the bills that's before right now would have a reformulating, It looks like it should pass,” he said, adding that the district plans for worst‑case scenarios when preparing the budget.

Board members asked administration to send clear guidance to schools and staff explaining that the district’s extra days are linked to additional funding and that eliminating days could reduce revenue. Officials said they will provide a districtwide notice clarifying the connection between extra days and the state funding formula and will continue monitoring legislative activity.
