Findlay City Council on Feb. 18 suspended its rules and gave third reading to Ordinance 20-25-015 so the city could renew a programmatic agreement with the Ohio State Historic Preservation Office for HUD-funded programs. The mayor and council said the renewal was needed to meet a March 1 deadline.
Council member Mister Russell moved to suspend statutory rules so the ordinance could receive its third reading; the motion carried on a roll-call vote. The ordinance, which the council then adopted, authorizes the mayor to enter the programmatic agreement that allows the city to perform certain historic-preservation reviews required for HUD-funded projects and to submit a single report to fulfill federal review requirements.
Why it matters: A programmatic agreement shortens the federal review process for local projects that receive HUD funding by allowing the city to carry out required historic-preservation work under agreed procedures rather than sending every project through a separate federal review.
Legal review: Rob Beitner, the city’s law director, said he reviewed the agreement and found it met the city’s requirements. The mayor described the agreement as a standard renewal that expedites historic-review processes for property improvements associated with HUD funds.
