County staff recommends tougher standards, tiered enforcement for retail puppy stores

Jennifer Renner, interim director of Animal Services, presented the Pinellas County Board of County Commissioners on Feb. 20 with a package of proposed rules, consumer‑education tools and enforcement changes aimed at strengthening oversight of retail puppy stores and commercial breeders.

Renner said six retail puppy stores operated in Pinellas County and that stores sold about 4,800 puppies in 2024; about 48% of those purchasers lived outside Pinellas County. Staff opened 22 animal welfare investigations in 2024 and issued eight citations—seven administrative citations for paperwork and one animal welfare citation related to the highly publicized death of a husky puppy in July. That animal‑welfare citation carried a $148 fine and was paid, Renner said.

Renner proposed a three‑part approach: raise animal‑welfare standards in retail stores, launch a county‑run consumer education campaign and strengthen enforcement. On housing and care, staff recommended that every kennel include a solid resting surface (rather than only a graded surface), that the county increase unannounced inspections from one to two per year, and that stores be required to submit standardized protocols for cleaning and sanitation, disaster response, isolation of sick animals, animal enrichment and after‑hours veterinary care.
