TRC moves North Beach Self Storage to planning after conditional clearance of comments

Walton County’s Technical Review Committee on Feb. 19 voted to move a major development order for North Beach Self Storage (project MAJ24000032) forward to the Planning Commission conditioned on the applicant resolving outstanding reviewer comments.
Kelly Scholes introduced the item on behalf of reviewer Rosanna Edwards. The application, submitted by Baker Engineers LLC on behalf of Robert Egerton and Mark Bethea, proposes 61,500 square feet of mini-storage on 20.6 acres at 6575 South U.S. Highway 331 in District 2. Scholes said the project had outstanding comments from the county’s consulting engineer, environmental staff and planning; code enforcement issues were resolved.
Scholes noted Eglin Air Force Base reviewers flagged that the parcels lie in multiple military-influence overlay districts (MTR2 and CAZ2) and recommended measures to reduce impacts on pilots, including interior sound attenuation to 45 decibels, downward-directed lighting and stormwater design that minimizes bird attraction. "They recommend that the developer consider implementing sound attenuation mechanisms to reduce interior noise levels to 45 decibels, installing downward rated lighting fixtures to reduce nighttime glare and other impacts on pilots and ensuring any stormwater impounds can be designed to minimize bird activity," Scholes said.
A Baker Engineers representative said the design includes drop ponds to mitigate bird-attraction issues and that lighting will be minimized and downward-directed at entrances. Camilo Hidalgo, who identified an address on North County Highway 393 and said he had worked with the project team, summarized recent revisions: removal of certain phases and the addition of architectural plans and elevations to show the proposed self-storage use.
After staff and the applicant confirmed remaining comments are primarily labeling or landscape/buffer items and that the applicant will address them, the committee voted to forward the project to the Planning Commission upon successful resolution of outstanding comments.
The motion was passed by voice vote; the committee’s approval is conditioned on the applicant’s satisfactory resubmittal and staff verification.
