Transportation Commission approves consent items; discussion over UW–Madison on-street parking removal and valuation

The City of Madison Transportation Commission on Feb. 19 approved meeting minutes and multiple consent items and voted to authorize an intergovernmental agreement with UW–Madison that will remove certain on-street parking on Monroe Street and North Brooks Streets.

A commissioner who reviewed the fiscal note observed that the fiscal note appeared to calculate a $44,000 figure based on average revenue over 20 years and suggested a per-space interpretation differed from how the fiscal note presented the number; commissioners discussed that back-of-envelope math during the item’s review.

Commission staff said the removed spaces are being made available to support truck turning and long-term loading beyond the project’s construction; engineering and project staff had reviewed turning movements and recommended the change. Staff also noted that the valuation and fiscal note derive from a city formula used to estimate the present value of lost meter revenue, and that the agreement language lists the $44,000 figure.
