All five appointment resolutions were moved, seconded and approved by voice vote.
Zoning and street actions - The council approved an ordinance to close a portion of O'Neil Street and authorize quitclaim deeds to adjacent property owners (9a). - The council approved renaming a portion of Willow Avenue to Patten Street (9b). - Several zoning amendments and base classification changes were approved on second reading, including properties at Saint Mary Street, Huron Street, Grand Avenue and multiple other parcels (items 9c, 9d, 9e, 9f–9j). Items 9f, 9g and 9h were consolidated and approved as a single vote at council request.
Other contracts and city business - The council authorized an agreement with SPATCO Energy Solutions LLC for installation of an underground 15,000-gallon fuel tank and dispensers at the Public Safety Complex, not to exceed $510,000 (11f). Staff described the tank as buried and the dispensers as sited inside a parking garage to preserve site aesthetics. - Capital Energy Group was authorized for ball field lighting removal at Lakeshore Park, not to exceed $55,780.14 (11g). - The council approved mowing contracts: Carmichael's Lawn Service LLC for Zone D, annual amount not to exceed $108,210 (11h), and Taylor's Lawn Service for Zones A–C and I-40 James Wright Parkway, not to exceed $622,720 (11i).
Public forum and other notes The meeting's public forum included speakers urging changes to solicitation-permit durations, requests for improved pedestrian crossings near the University of Tennessee (Melrose/Lake Avenue), and neighborhood requests tied to Vision Zero speed cushions and parking clarifications. The most substantive public comment items asked the council to increase solicitor permit durations to improve compliance, and to make a problematic UT-area intersection safer for students and residents.
All listed motions described above were approved by voice vote during the meeting, and the council moved on to public forum at the end of the agenda.
