Hoschton City Council approved an updated intergovernmental agreement (IGA) with Jackson County specifying that the county will collect its own impact fees and that the city will withhold building permits until the county acknowledges receipt.
Staff said the version presented at the meeting corrected an earlier draft that mistakenly retained city collection language. The revised IGA removes the earlier provisions for the city to collect county impact fees and instead clarifies administrative and legal language; staff said Jackson County cooperated on the wording changes. Councilmembers asked whether the city would withhold permits until the county confirmed receipt of fees; staff confirmed that the IGA language now makes that clear.
Councilmember James moved to approve the IGA and the council approved it by voice/hand vote. Staff said the corrected IGA will be placed on the monitors and the city will proceed under the clarified terms.
