Hoschton City Council approved a new Sewer Capacity Certification Program that establishes an application and fee to have the city assess available sewer capacity.
City staff explained the certification provides an acknowledgement of current capacity but does not reserve capacity or guarantee sewer service. As staff explained, a separate water or tap application and payment is the mechanism that guarantees capacity and reserves a service connection; the certification is an informational step that helps realtors and prospective buyers assess whether capacity appears available. Staff said the program was modeled on a similar program used by a sister city and that engineering review is required for each request. Engineers charge to perform the assessment and staff said the program helps recover those costs and weed out speculative inquiries.
Councilmember James moved to approve the program and the council carried the motion by voice/hand vote. Staff will publish the application and fee schedule and incorporate the program procedures into permitting guidance.
