Escondido zoning administrator removes 2033 East Washington Avenue from local register after consultant report

Veronica Moronis, the City of Escondido zoning administrator, approved the removal of 2033 East Washington Avenue from the city’s local register on Jan. 30, 2025, adopting Resolution 2025-03 after staff recommended delisting based on a cultural resources assessment.
Melissa DiMarzo, assistant planner, presented planning case PL24-0294 and said the subject property, a 0.23-acre lot outside the Old Escondido neighborhood, includes a single-family house and a garage. DiMarzo summarized the property’s history: a 1990 city survey identified it as a local contributor and a 1992 nomination and confirmation by the Historic Preservation Commission placed the structure on the local register under criteria that cited architectural character and age.
The applicant submitted a cultural resources report prepared by Vikram Chima of Rick and Solheim that concluded the structure lacks the architectural characteristics of a Victorian cottage and more closely resembles a traditional Four-Square; the report also concluded the house lacked association with a prominent historical figure and had been extensively altered since its original construction, which the report dated as between 1898 and 1930. DiMarzo told the zoning administrator staff had reviewed the documentation and conferred with consulting staff certified in historic preservation and found the new evidence met the standard to rescind the local-register status.
Moronis asked for the consultant’s name and firm for the record; DiMarzo replied, “The consultant was Vikram Chima, and he was with Rick and Solheim.” Moronis said she had reviewed the materials and noted previous similar erroneous listings; she then approved the delisting, stating the substantiation in the report met the standard for erroneous listing. The item was not a public hearing and no public comments were taken.
Resolution 2025-03 was adopted and the property will be removed from the local register in accordance with the findings and the cultural resources assessment provided to staff.
