Escondido zoning administrator approves massage business at North County Mall

Veronica Moronis, the City of Escondido zoning administrator, approved a conditional use permit (PL240283) and adopted Resolution 2025-01 on Jan. 30, 2025, permitting a massage establishment called Soothing Relax to operate within a suite at North County Mall.
Staff said the proposal complies with the city general plan, the North County Mall master plan and applicable municipal code provisions and that the Escondido Police Department had reviewed the business for licensing and regulation. Alex Rangel, assistant planner, told the zoning administrator that “staff recommends approval of the project and request of the zoning administrator adopt resolution 2025-01 as condition.”
The request was analyzed under the mall’s planned development document and the city’s land-use and business regulations. Rangel said the project was reviewed under Article 38 (massage establishments), Article 61 Division 1 (conditional use permits) and that the police had independently reviewed the proposed business pursuant to Chapter 16A (regulation and business licenses and massage regulation). Rangel said the police “found no concerns with the establishment used in this location and has been in regular contact with the applicant throughout this process.”
Moronis opened and closed the public hearing after noting there were no public commenters. She asked staff to confirm that a separate police department permit is required for massage establishments; Rangel confirmed that is correct. The applicant indicated the police permit application is pending. Moronis then said, “I will go ahead and move to approve Resolution 2025-01 as set to form, with all the conditions that are applicable for this project,” and approved the item.
The approval includes standard conditions of approval listed in the staff report; staff and the applicant’s representative were available for follow-up to complete licensing and any remaining conditions. No public testimony was received and no amendments to the staff recommendation were made.
