Council OKs IGA with Parker Water to add waterline during Stroh Road widening

The Parker Town Council unanimously approved Ordinance No. 9.384 on Feb. 18, authorizing an intergovernmental agreement (IGA) with Parker Water and Sanitation District to coordinate installation of a new effluent water line during the planned Stroh Road widening.
Why it matters: Council approval allows the road project contractor to install a 24-inch ductile-iron water line encased in flow fill across Stroh Road as part of the widening project, which town staff said would reduce disruption and save Parker Water costs compared with a separate installation.
Public Works/engineering staff told council that Parker Water approached the town in fall 2024 to coordinate installation of a new effluent line that will run from the regional pond north of Hess Road, follow Cherry Creek and cross Stroh Road diagonally to connect to an existing line on Parker Water property south of Stroh. HDR prepared the water-line design. Staff said the line will be installed in two open-cut phases coordinated with roadway construction and that the design avoids additional easements for the road crossing itself but does require easements along Cherry Creek and temporary construction and staging use of Parker Water property near the bridge.
Staff described the payment arrangement in the proposed IGA: the water district will be provided a separate bid schedule in the road project procurement, and Parker Water will pay the town within 30 days of notice that the town has awarded the roadway bid for the line portion; if costs escalate, Parker Water will be responsible for additional costs or may decline the water-line scope. Staff said the arrangement has a contract mechanism that allows Parker Water to accept or decline bid results.
Councilmember Wilkes moved to approve Ordinance No. 9.384 (second reading); Councilmember Hefta seconded. Votes were recorded as: Todd (yes), Anne (yes), Wilkes (aye), John (yes), Eric (aye), Hefta (yes). The motion passed unanimously.
Councilmember Laura Hafta summarized how governments use IGAs rather than private contracts and reiterated that the town will bid the project and the work will be competitively awarded to contractors. Staff noted Parker Water hired HDR for design and that easement exchanges will be required between the town and the district.
Next steps: The ordinance authorizes the IGA and any required easement exchanges so the Stroh Road widening project bid can include the water-line work; staff said the construction contract for the road is targeted for council approval in March.
