Escondido council narrows conditions on Interfaith Community Services permit, allows limited sack-lunch distribution

Escondido City Council approved a city-initiated modification to the conditional use permit for Interfaith Community Services’ headquarters at 550 West Washington, adopting a consolidated and clarified set of operating conditions and adding reporting and security requirements while permitting seasonal seated meals and a limited morning-only sack-lunch distribution with identifying marks.

The action, taken by a 5-0 vote, implements staff’s recommendation to consolidate five prior conditional use permits into one master set of conditions, add security and right-of-way mitigation plans, require annual reporting, and formalize how future violations will be addressed. The council also directed staff and the operator to notify property owners and businesses within 200 yards and to return with an update in mid-July to review the new rules’ effects.

City staff said the revision was prompted by an Escondido Police Department review that identified repeated conditional-use violations and a high volume of calls for service related to the Quince, Mission and Washington area. City planner Veronica Maronis described the draft changes as intended “to consolidate the prior approvals into one larger master document for ease of compliance” and to add specificity around security, reporting, and enforcement.
