Aguilar said the initial call yielded a large applicant pool and staff proposed adjusting the size and scope of subsequent calls so artists have multiple submission opportunities. Staff recommended timelines that keep phase completion targeted for June 2025. A commissioner moved to accept the changes and swap Dairy Farm into phase 3.2 in place of Old Escondido Historic District; the motion was seconded and approved.
Staff said the swap was partly to accommodate a family that had been engaged and eager to see their box completed sooner. The commission instructed staff to proceed with outreach for the adjusted themes and timelines.
