Caltrans staff said the $98.1 million project — funded with Proposition 1B, Trade Corridor Improvement Fund and San Joaquin County Measure K funds — needs roughly 0.2 acre in roadway easement and 0.04 acre in temporary construction easement to build additional travel lanes and sidewalks. The department committed to maintaining 24/7 access for the business during construction and to providing space for refrigerated trailer parking during the work.
Staff noted the property owner’s attorney had submitted a written letter raising operational and parking concerns; no representative for the owner appeared at the hearing. Caltrans recommended approval of the resolution of necessity. The commission moved and seconded staff’s recommendation and completed a roll call vote, with commissioners voting in the affirmative as recorded in the meeting roll call.
Caltrans will proceed with the right-of-way acquisition consistent with the department’s offer procedures and with the commitments described to preserve business access during construction.
