The Escondido Public Art Commission approved nine grant awards for the city’s April Art, Culture and Creativity Month and recommended allocating the leftover funds to a marketing and advertising campaign.
Robert Rhodes, assistant director of community services, and Sandra Aguilar, management analyst, presented the grant review. The city received 11 applications requesting $60,604 against a $50,000 pool. The subcommittee (Commissioners Rogers, Ryan and Spann) reviewed applications and recommended awards to nine applicants; two applicants were removed from consideration because their proposals lacked a required free public component or lacked confirmation with a venue.
Rhodes said the subcommittee also recommended reducing one applicant’s requested award from $7,000 to $5,000 because the original application included rent costs the subcommittee judged ineligible. After those adjustments, the subcommittee recommended awards totaling $46,304 and proposed using the remaining $3,696 to hire a marketing consultant to promote April activities. Rhodes said staff capacity for outreach is limited and that consultant work would cover flyers, banners, social media and earned media.
The applications and requested amounts presented in the packet included: Art Hatch ($7,000), Escondido Alley Art ($7,000), CoLab Creations ($7,000), Escondido Art Association (Mayor’s Art Contest, $2,000), Play as 1 (dance recital, $5,000 – later not selected because proposal included a paid component), Escondido Choral Arts/California Center for the Arts (First Wednesday concert, $7,000), Glass House Arts/California Center for the Arts Foundation (STAR installation, $3,654), Escondido Arts Partnership (Local Color & related lectures/workshops, $5,500), Stone and Glass/California Center for the Arts Foundation (glass blowing demo, $5,650), Daydream (Escondido Art Tank & marketing, $3,500), and Teresa Belinda Kepner (concert proposal, $7,000 – not selected because Center for the Arts had not been contacted).
A motion to accept the subcommittee recommendations, including awarding grants to the recommended nine organizations and allocating the remaining funds to marketing, passed 7–0.
Staff said they will proceed with award notifications and engage a marketing consultant if the commission’s recommendation is adopted by staff administration for implementation.
