Bids for Brentwood’s long‑planned Sand Creek Sports Complex were opened the morning of Feb. 4 and came in between roughly $18.03 million and $22.8 million, city staff told the council during a strategic‑plan workshop.
Parks and Recreation staff reported a total design and environmental budget of about $19.22 million, with a construction budget previously estimated in the $17‑million range. The low bid therefore exceeds the city’s current construction allotment; staff said the apparent gap is modest in today’s contracting market but will require council action on funding and scope choices.
Parks staff said they are reviewing the bids “with a fine tooth comb” and will return with a staff recommendation for the council meeting on March 11. If the low bidder is responsive and responsible, staff will ask council to accept the bid and authorize the contract. Staff also noted alternates in the bid package that would add about $2 million for additional scope.
The Parks presentation also flagged a related funding question for the larger amphitheater and event‑lawn work. Staff said design work and earlier environmental analysis were completed with the intention of a larger amphitheater buildout, but bid results and the current funding estimates leave a shortfall. Staff said they will present financial options on March 11 — including whether to reallocate discretionary art or other funds — and discuss tradeoffs for bid alternates.
Staff estimated a summer 2025 construction start if the council accepts a contract on March 11; a tentative grand opening for completed facilities was discussed for 2027 pending construction schedule and funding. The city will post bid documents and related materials to the public agenda package and website, staff said.
No contract was approved during the Feb. 4 meeting. The council directed staff to return with clear funding options and a timetable that shows what can be accomplished within current funds and what additional allocations would cost.
