FRANKFORT, Ky. — The House Standing Committee on Banking and Insurance on Oct. 12 passed House Bill 415, a measure that clarifies how coverage mandates apply to supplemental insurance products and confirms those mandates generally target primary major medical policies.
Representative Sarge Pollock, sponsor of the measure, told the committee the bill “seeks to clarify the intent and scope of previous and future health insurance coverage mandates,” making clear such mandates are intended primarily for major medical policies rather than supplemental products.
Steve Robertson of Frost Brown Todd, representing Aflac, joined Pollock at the table and offered brief testimony in support. The committee recorded the motion by Representative Lockett and a second by Representative Rudy; the chair later announced that House Bill 415 “does pass” with favorable expressions and the same sanction on the House floor.
The committee did not engage in extended debate on coverage details and no changes to statutory language were described in committee testimony. The motion passed by recorded voice/roll-call; the bill now proceeds to the House floor.
