The Rialto Planning Commission on an oral vote approved a conditional development permit to allow a single-price discount overstock store to occupy a roughly 3,200-square-foot vacant tenant space at the northwest corner of Lilac Avenue and Foothill Boulevard.
Planning staff told the commission the site is within the Foothill Boulevard specific plan and has a commercial pedestrian land-use designation. Daniel, planning staff, said the use requires a conditional development permit under Chapter 18.66 of the Rialto Municipal Code and that the project is a Class 1 categorical exemption under the California Environmental Quality Act because it involves an existing facility.
The staff presentation described a storefront layout with sales aisles, rear storage, and employee facilities. The applicant told the commission the overstock items will come from major national retailers and be broken into smaller retail packages for sale, and that the operation will employ two full-time workers plus part-time staff. The applicant did not provide a separate business address for other locations and identified this as their first local store.
Commissioners had no substantive amendments to the conditions and there were no public speakers. A motion to adopt the attached resolution approving Conditional Development Permit 2024-0018, Exhibit D, passed by voice vote with the chair calling for favor; no recorded roll-call tally was provided in the meeting transcript.
The staff report recommended approval and listed conditions and findings in the attached resolution.
