Council adopts Foothill Central specific plan update to encourage mixed use and more housing

After a multi-year public process, the council adopted an updated Foothill Central specific plan to encourage higher-density housing, mixed uses and Route 66-themed streetscape improvements in the Foothill Boulevard and downtown corridor.
The Rialto City Council on Feb. 11 unanimously adopted updates to the Foothill Central specific plan, combining two existing specific plans into a single, modernized plan intended to increase residential and mixed-use opportunities along Foothill Boulevard and in downtown Rialto.
Staff and consultant WSP told the council the update reflects more than two years of public engagement, multiple workshops, pop-up meetings and input from city advisory groups. The plan preserves existing land uses while simplifying zoning, encourages higher-density development downtown and includes design concepts to strengthen Foothill Boulevard’s Route 66 identity. WSP presented example illustrations and a rendering of an 81-unit condomium-style project that fits within the proposed standards.
Councilmember Carassellus abstained from participation in the vote, citing a business located near 119 East Foothill Boulevard. The remainder of the council voted to adopt resolutions 8320 and 8321 to approve the plan update and associated zoning and design changes.
Council members praised staff and consultants for extensive outreach and the plan’s flexibility to attract new projects and enhance downtown beautification. The council directed staff to continue outreach to prospective developers and to coordinate plan implementation steps with permitting and development-review processes.
