Rialto council confirms two annexations into Landscape and Lighting District No. 2

The Rialto City Council adopted two resolutions on Feb. 11 confirming annexation of two nonresidential developments into Rialto Landscape and Lighting District (LLMD) No. 2 and ordering the levy of annual assessments.
City staff explained the annexations are a condition of accepting publicly maintained landscaping and street lighting. The two developments are identified in staff materials as PPD2022-0001 (PPD 2022‑0001) and PPD2021‑0055. Staff said property-owner ballots were mailed and the city conducted a protest-ballot proceeding as required under the landscaping district procedures.
No members of the public spoke during the hearing. After opening and then closing the public hearing, the council adopted resolution 8318 declaring the results of the property-owner protest-ballot proceedings and resolution 8319 confirming the engineer’s report and ordering the levy and collection of assessments. Councilmembers moved and seconded the measures; the council recorded the motions as carrying following a voice vote.
The annexations and assessments were presented as administrative steps needed to allow the city to accept landscaping and lighting within those developments for ongoing maintenance by LLMD No. 2.
