CUIAB begins budget planning, reports hiring pushes and DUA funding request after wildfires

The California Unemployment Insurance Appeals Board provided updates on hiring, upcoming budget work and a federal funding request tied to Disaster Unemployment Assistance following recent wildfires.
Chief Administrative Services Officer Robert Silva told the board that the agency released budget call letters on Jan. 28 to all 18 cost centers for the 2025–26 fiscal year. Silva said requests for field operations were due Feb. 24 and other cost centers’ submissions are due March 3; after consolidation, teams will review whether some requested items can be purchased in the current fiscal year ahead of procurement cutoffs.
Silva identified procurement cutoff dates of March 14 for IT items and April 23 for non‑IT items. He said the agency has 16 pending support‑staff recruitments in appellate and field operations, one pending formal offer in Oxnard and name clearance submitted for a Pasadena hire.
On disaster funding, Silva said California requested “just under $1,000,000” for DUA‑related assistance; he noted the bulk of that request will fund benefit payments and that the board’s budget was augmented to cover any appeals that arise from the program. Project activity codes for the DUA program were added to the agency’s time reporting system on Jan. 29 to allow judges and staff to charge time to the program if appeals arrive.
Board members praised the agency’s open budget process. The board did not take any new budget votes at the meeting; staff indicated they would continue preparations for the May budget revise with data shared with the Employment Development Department.
