Council awards $1.16 million contract to replace wastewater plant UV disinfection system

The El Centro City Council voted 5-0 Feb. 18 to award a contract to replace the wastewater treatment plant’s ultraviolet (UV) disinfection system, a board action staff said was needed because the existing equipment has reached the end of its service life.
City Engineer Abraham Campos told the council the project replaces the plant’s final disinfection stage — the channel where treated water passes beneath UV lamps before discharge. Campos said the lowest responsible bidder was Pacific Hydrotech Corporation at $1,162,300; including contingency the total project budget was reported at $1,278,530. The city expects to fund $600,000 from the current fiscal year and carry the remaining $678,530 into the next fiscal year within the wastewater enterprise fund.
“The existing system has reached its end of life and is no longer supported,” Campos said. He said failure to replace the system could leave the plant out of compliance with state requirements and expose the city to fines.
Councilmember Marroquin moved to approve the contract award; Councilmember Camarena seconded. The clerk recorded a 5–0 vote in favor.
Funding and next steps Staff said the work is funded from wastewater enterprise funds (ratepayer revenues) already included in the adopted budget; no general fund dollars were requested. The project scope includes new UV equipment, supporting electrical and communications infrastructure, and a new electrical building. Construction procurement and a phased schedule will follow compliance and permitting reviews.
