House adopts several resolutions and introduces bills for committee referral

House Resolution 22, sponsored by Representative O'Neil, declared February 2025 as Black History Month in Michigan. Representative O'Neil described the month as a time to remember African American contributions and to recommit to equality and opportunity. The House adopted the resolution by voice vote.
House Resolution 23, sponsored by Representative Wirtz, designated Feb. 14 as Frederick Douglass Day in Michigan and traced Douglass’s historical ties to the state and the abolitionist movement. The resolution was adopted by voice vote.
House Resolution 24, sponsored by Representative Lightner, designated Feb. 15–22, 2025 as National FFA Week in Michigan. Lightner noted the state has “over 120 FFA chapters spread across six regions.” The resolution was adopted by voice vote.
House Resolution 25, sponsored by Representative O'Neil, declared February 2025 as 211 Month in Michigan to promote the 2-1-1 helpline and publicize available social services. O'Neil said 2-1-1 is “available 24 hours a day, 365 days a week” and can connect residents to housing and utility assistance; the House adopted the resolution by voice vote.
The clerk also announced the introduction of House Bills 4089 through 4094; the clerk read titles and referred those bills to the committees named in the record: HB 4089 (to amend the Michigan Memorial Highway Act) to Transportation and Infrastructure; HB 4090 (authorize State Administrative Board conveyance of property in Wayne County) to Government Operations; HB 4091 (amend the Revised Judicature Act of 1961) to Judiciary; HB 4092 (amend the Probate Code of 1939) to Judiciary; HB 4093 (amend the Uniform Condemnation Procedures Act) to Judiciary; and HB 4094 (amend the Revised Judicature Act of 1961) to Judiciary.
The House also discharged committees for consideration of Senate concurrent resolutions 2 and 3 and adopted both resolutions; those measures provide for a joint convention and prescribe joint convention rules, respectively.
All adoptions described above were recorded in the House proceedings as adopted; when recorded votes were required they were called. The actions were ceremonial and procedural in nature and do not themselves appropriate funds or change statutes.
